General Definition
To direct, coordinate, and oversee the operations of the Emergency Management Agency, Hazardous Materials response, and Disaster/Emergency response for Snyder County.
Key Responsibilities
- Hazardous Materials Management: Coordinate HazMat programs, oversight, and response. Manage compliance, file reports, handle chemical/planning fee billing, and update emergency off-site response plans.
- HazMat Team Command: Lead the HazMat Response Team, maintain the HazMat trailer and equipment, provide incident command, manage team financials, secure grant funding, and coordinate staff training/certifications.
- Emergency Operations Planning: Develop and update the County Emergency Operations Plan (including the prison annex), as well as emergency plans for local school districts, SARA facilities, daycares, the local airport, and special events.
- Disaster Response & Assessment: Conduct damage assessment surveys after storms, floods, and other emergencies. Act as the primary liaison providing PEMA and FEMA with accurate disaster records.
- Community Coordination: Activate and run the Emergency Operations Center during crises, collaborating with outside agencies (Red Cross, schools, churches) for food and shelter. Approve training for local EMA coordinators.
- Agency Collaboration: Maintain active communication and work collaboratively with the 911 Coordinator and 911 Operations Manager.
- Committee Representation: Serve on various public safety committees and boards; attend regular strategic meetings.
Requirements & Qualifications
- Minimum Training & Experience: High School Diploma or equivalent required; background in emergency management, public safety, law enforcement, or fire/rescue services is highly preferred.
- Background Check: Must successfully pass a Pennsylvania State Police Criminal History Background Check to formalize the gubernatorial appointment.
- Key Skills: Strong leadership abilities, excellent written and verbal communication skills, proficiency in disaster planning, and the ability to remain calm and decisive under high-stress emergency situations.
Certification Requirements & Training Pathways
While a current PEMA certification is preferred, it is not required to apply. In compliance with Title 35 (Section 7502) of the Pennsylvania Code, Snyder County will fully support and train the right candidate to complete the state-mandated career development tracks on the job:
- Associate Certification (Phase 1): Must be completed within one year of appointment (includes foundational FEMA Independent Study and PEMA introductory courses).
- Professional Certification (Phase 2): Must be completed within three years of appointment (includes advanced FEMA G-series coursework and disaster exercise participation).
- Recertification: Once obtained, certifications are maintained every five years through 75 hours of state-approved continuing education.
